Meet the Purchasing Card Professional Certification Council (PCPCC)
The function of the PCPCC is to establish, monitor and revise requirements for certification, continue research efforts relating to the certification of Purchasing Card professionals and do all things necessary and proper to promote and ensure professionalism in the Purchasing Card industry.

   
Jamie Barker, CPCP, Iowa State University
Jamie Barker has been a loyal Cyclone from Iowa State University since 1998 and is currently the accounting manager within the Campus Organizations Accounting unit of the Division of Student Affairs. In 2007, Jamie implemented a student-held procurement card program for more than 800 student organizations. She has presented at several conferences and oversees spending in excess of $10 million annually. Jamie holds a bachelor's degree in business and when she saw the challenge of earning the CPCP in 2021, she studied and became certified in 2022. Continuing in service is her way of giving back to the organization and industry in general, so becoming a member of the PCPCC is an honor and commitment to the Institute of Commercial Payments.

Jason K. Champaigne, CPCP, Truist
Jason has been in the business and financial industry for more than 25 years. During that time, he has worked in both the public and private sectors assisting clients and partners in business services. Jason has worked for eight big-box and regional financial institutions while honing his craft as a relationship manager and treasury professional in Midwest and southern states. His time in the Commercial Card space has seen him work with four card processors and he has assisted in starting up a Commercial Card program with a financial institution. Assisting clients in optimization and utilization of their Commercial Card programs has seen the bioproduct of growth and revenue. Jason holds a bachelor’s and master’s degree as a result of his belief in continuing education in all facets.

Laury Chesbrough, CPCP, Cambia Health Solutions
Laury Chesbrough is Corporate Credit Card lead at Cambia Health Solutions. She was hired to launch the Corporate Credit Card program nine years ago. This consisted of updating the travel and expense policy; creating cardholder/agreement forms and standard operating procedures; designing Corporate Card webpages, automating application and forms, setting up audit best practices, creating metrics and developing training. The mandated program has grown to 2,500 cardholders. With 15 years of experience in Corporate Credit Cards, Laury's passion is figuring out how to streamline, automate processes and develop training while growing the program. She holds a bachelor's degree in business from Linfield in Oregon, is a Certified Purchasing Card Professional and been a member and involved with Institute of Commercial Payments since 2008.

Beau Oliver, CPCP, Bank of America
Beau Oliver is a Commercial Payments professional with more than 25 years in the financial institution industry, specializing in B2B payments. At Bank of America, he partners with public sector organizations to optimize spend management, strengthen procurement processes and implement innovative card solutions, including Purchasing, Travel and Virtual Cards. With expertise in policy compliance, risk management and payment automation, he delivers tailored strategies that align with the unique financial needs and constraints of the public sector. Beau holds a degree in public administration from San Diego State University and is actively involved volunteering with financial literacy programs and local food banks. Outside of work, Beau enjoys spending time with his family as a new father.


Kerri Reece, CPCP, University of Memphis
Kerri is a business systems analyst supporting the Procure-to-Pay process for the University of Memphis, where she grew a struggling afterthought of a card program into a revenue stream for the University. With more than 20 years of experience in accounting, procurement and systems administration, she is familiar with internal controls, accounting procedures and compliance considerations that need to be addressed when looking at growing and expanding a card program portfolio. Kerri has worked in the private, public and non-profit sectors.


Tony Reed, CPCP, PMP, PMI-ACP, CPPO, NIGP-CPP, City of Baltimore
Tony Reed has more than 20 years of experience in federal, state and local government. Tony is the director of operations and strategic planning for the City of Baltimore, Maryland. He serves as the principal trainer for the procurement and contracting officers. He is responsible for citywide printing, Corporate Cards, citywide disposal and surplus property, supplier management and registration, Workday supplier portal and equity and diversity engagement. Tony began his public procurement career as assistant secretary/chief procurement officer of the Maryland Department of General Services. Tony directed statewide central procurements of architectural and engineering services, information technology, commodities, construction, energy, facilities maintenance and statewide printing services. In his quest to give back to the profession through instruction and training, he is an instructor for the Project Management Institute, Baltimore Chapter, and a master instructor for the National Institute of Government Procurement.



Chad Robison, CPCP, Intermountain Health--Council Chairperson
Chad Robison joined Intermountain Health in 2014 and has more than 25 years of experience in both supply chain and finance. His team supports a One Card program with 9,400 cardholders and $54 million annual spend, as well as a Virtual Card program with $324 million annual spend. Chad has been a featured speaker at past IOCP conferences and has led multiple IOCP webinars. He was the 2018 Institute of Commercial Payments Peer-to-Peer Award winner and is a current member of the Purchasing Card Professional Certification Council.




Chellate Young, CPCP, AC Transit 
Chellate manages procurement compliance and the P-Card program at AC Transit. She brings more than a decade of public sector experience, with a focus on improving contract processes, supporting supplier partnerships and providing training to strengthen procurement practices. In 2025, she earned her Certified Purchasing Card Professional (CPCP) credential and was part of the team effort that led AC Transit to receive the Achievement of Excellence in Procurement Award. Passionate about transparency and practical innovation in Commercial Payments, Chellate is excited to share her experience as a member of the Purchasing Card Professional Certification Council with IOCP.




Kimberly Streit, CPCP, Red Deer Public Schools
Kimberly Streit has been with the Red Deer Public School Division since 2012 and played an integral role in assisting with the implementation of the newly established Purchasing Card program several years ago. Her primary role is as a Purchasing Card administrator, support/administrator for her division's online school payment system used by K-12 schools to manage fees, forms and communication, and support with the division’s enterprise resource planning software. Kimberly has a certification in conflict resolution (both mediation & negotiation), notary public designation and earned her CPCP in December 2020 and recertified October 2023. She believes that a continuation of learning is a lifelong exciting journey. Her favorite quotes is by Bill Nye: “Everyone you will ever meet knows something you don’t.” This quote speaks of the importance of networking within all facets of life, and most notably, at the yearly IOCP conference.


Heidi’s experience with Commercial Payments started in 2017 when she was hired by Institute of Commercial Payments. She came into the industry with a background of twenty years in various accounting roles. With degrees in business, accounting and human resources, Heidi’s vast education and experience brings a unique perspective to the industry. In her role at IOCP, Heidi engages with a community of thousands of members and subscribers regarding membership, certification and registrations. She is happy to answer questions and assist wherever needed. She became a Certified Purchasing Card Professional (CPCP) in June 2019. Heidi is a devoted dog mom and loves to bake in her free time.
